carbon reduction commitment overview

The Carbon Reduction Commitment is the first piece of compulsory UK legislation that will address energy use amongst medium to large non-energy intensive businesses. All organisations with an annual electricity consumption of over 6,000 megawatt hours in 2008 (approx. £500k) are likely to be required to register as 'full participants' in the Carbon Reduction Commitment from 2010.

The Government will collect money from full participants at the beginning of every compliance year which will be distributed back amongst these organisations after the end of that year based on the energy efficiency measures undertaken.

Full participants will need to consider the following key attributes under the Carbon Reduction Commitment:

  • legal compliance
    • participants will be required to comply directly and are held responsible for all shortcomings
  • data collection and submissions
    • data will need to be collected relating to all energy and fuel use
  • cash flow
